Abstract: Take Shifting Soil and Fertility Betterment of Three Reservoir Area as Example, Constructed through the analysis of the engineering characteristics of the performance evaluation index system, Performance measurement system and performance indicators system in accordance with the principles of science and operability evaluation index system is divided into,On this basis, using the analytic hierarchy process to determine the index weight, and finally through the fuzzy comprehensive evaluation method for the analysis of project performance evaluation. The analysis showed that the comprehensive evaluation index system vector of the effectiveness of the shifting soil fertility project of the Three Gorges Reservoir Area 0.8751, comprehensive evaluation vector of the performance evaluation system for 0.6170. Maximum membership degree principle, the project evaluation of the effectiveness or performance evaluation of a quality project.

表土剥离再利用在国内外均形成了较为成熟的方法和制度,但对相关工程的绩效评价及其指标体系的研究还处于起步阶段[1-3]。重庆市三峡库区移土培肥工程作为表土剥离再利用的典型示范工程,它是一个综合、复杂的系统工程,其产品和服务不但具有其自身独特的工程技术特点,还在其提供生产、使用或消费等方面表现出显著的经济和社会属性。移土培肥工程绩效评价作为一项新生事物,对它的研究不仅可以促进移土培肥理论体系的形成,而且对规范与指导移土培肥的实践活动、提高专项资金效益均具有重要的现实意义。
1 重庆市三峡库区移土培肥工程概况
重庆市三峡库区移土培肥工程是将三峡水库即将被淹没的优质耕(园)地耕作层土壤剥离转移到交通方便、海拔在182 m以上、平均距库岸6 km左右的瘠薄耕(园)地上,同时配套土地整理及相关工程项目,以增加和提高现有耕(园)地面积,提高现有耕(园)地质量的一项民生工程。工程自2006年起,在重庆市1
