题目：越南吸引外国直接投资的状、问题与对策分析摘要革新开放20多年来，外国直接投资在促进越南经济的较快增长、吸纳就业和扩大贸易进出口规模等方面都有显著的贡献。自1987年颁布《外国在越南投资法》以来，外商在越南的投资迅速增加。然而，由于外商来越南投资主要是看好越南庞大的市场且具有丰富的资源和廉价的劳动力，而实现利润最大化是其最根本的动机，这与越南引进外资的初衷有所背离，进而不可避免给越南带来生产和面临一些问题和困难。为此，如何面对挑战，保持外国在越投资的发展势头和扩大外国在越投资的发展势头规模，就成为摆在我们面前的极为必要的研究课题。 本文共分为四个部分。第一，本文分析了1988年以来越南外国直接投资的现状：外资流入波动起伏较大、东亚为最主要的投资来源地、外资投向产业和地区分布不平衡及投资方式多样；第二，本文认为政局稳定、丰富的自然资源、政策优势及各投资国和地区对在越投资保持乐观态度是其吸引外资的有利条件；而法制不健全、外资来源结构和投向不平衡、基础设施落后、市场经济体系不完善、劳动力素质不高及贪污受贿严重等问题，是越南目前面临着的主要问题；第三，针对越南引进外资过程中所存在的问题，在客观分析的基础上，为改善外国在越投资环境，提出一些若干解决问题的对策建议：如加强立法建设与进一步完善投资法律环境，促进FDI在各地区，产业之间的平衡分配和重点发展与欧美跨国公司的合作，加快落后的基础设施，努力改善市场经济体系，提高管理人员、熟练技术工人的水平和素质及加强对知识产权的保护；第四，对越南利用外国直接投资的前景展望进行了预测。越南吸引外国直接投资的前景十分乐观，未来几年仍将继续保持增长势头。关键词：外国直接投资Status Quo , Problems and Countermeasures of Vietnam’s attraction of Foreign Direct Investment Abstract More than 20 years of reform and opening up, foreign direct investment in the promotion of Vietnams rapid economic growth, employment and expand to absorb the scale of import and export trade.
