Currently, the GSM network has been well built. As a basic service of the GSM network in our country, SMS Short Message Service has been paid more and more attention by system operators and system developers. Using the GSM network as wireless data transmission network, you can develop a variety of useful applications. With the rapid development of mobile communications, the popularity of mobile phones and personal computers is growing; mobile phone text message is used by the majority of mobile phone users because of its convenience and low fees. SMS has been a part of peoples daily lives. From these two points, we put forward the GSM SMS Alarm System, the author is responsible for the development of the background module of the system. In this paper, we used object-oriented programming method, and selected Delphi7.0 as development environment and Microsoft Access as database. According to the software engineering methods, first we analyzed the system, and designed the system as a whole. The system is divided into three main parts: the database management module, serial communication module and SMS coding module. Designed and developed the background module of GSM SMS Alarm System Based on Delphi application. The entire system has been tested, and is user-friendly and easy to operate. Key words：serial comm
