Jeff McLaughlin is a Doctoral Candidate in Political Science at the University of California at Riverside
(UCR) and a Project Manager and Fellow with the Edward J. Blakely Center for Sustainable Suburban
Development at UCR. He studies state mandate implementation at the local level with an emphasis on
land use and housing policy.
Juliann Emmons Allison is Associate Professor of Political Science and Associate Director with the
Edward J. Blakely Center for Sustainable Suburban Development at the University of California,
Riverside. Dr. Allison’s teaching interests include international political economy and environmental
politics. Her research efforts have been supported by the California Energy Commission and the National
Science Foundation.
