PAGE I PAGE I 绿色贸易壁垒对中国出口日本水产品的影响及对策 内 容 摘 要 自加入世界贸易组织以来，以往的贸易保护壁垒一直威胁着中国的贸易，各种非关税壁垒也对中国的国际贸易开发产生越来越大的影响，其中影响最大的是绿色贸易壁垒。以前比较保守的贸易壁垒具有明显的排外性，出口国能在传统的贸易壁垒中感受到浓浓的敌意，而绿色贸易壁垒则不然，隐蔽性强是它的特征之一，以自身国民为安全为由限制他国产品进入本国市场，我国作为水产品出口大国，这显然对我国的水产品国际贸易造成了极大影响。文中不仅阐述了我国出口水产品给日本的贸易现状，还详细分析了绿色贸易壁垒的特征，另外，以日本的“肯定列表制度”为例，对我国水产品受日本绿色贸易壁垒所影响为重要研究角度，并且通过了解到的相关影响提议了我国政府以及水产品行业应该如何妥善应对绿色贸易壁垒的几点措施。 关键词：绿色贸易壁垒；肯定列表制度；水产品 The Impact of Green Trade Barriers on Chinas Export of Japanese Aquatic Products and Countermeasures Abstract Since joining the World Trade Organization, the past trade protection barriers have always threatened Chinas trade. Various non-tariff barriers have also exerted increasing influence on Chinas international trade development, among which the green trade barriers are the most influential. Previously more conservative trade barriers had obvious xenophobia, and exporting countries could feel strong hostility in traditional trade barriers, but green trade barriers were not. Strong concealment was one of its characteristics, taking their own nationals as security In order to restrict the entry of products from other countries into Chinas market, China, as a major exporter of aquatic products, obviously has a great impact on Chinas aquatic product international trade. The article not only elaborates the status of China ’s export of aquatic products to Japan, but also analyzes the characteristics of green trade barriers in detail. In addition, taking Japan ’s “positive list system” as an example is important for China ’s aquatic products affected by Japanese green trade barriers. From a research perspective, and through understanding the relevant impacts, I proposed several measures for how the Chinese government and the aquatic product industry should properly deal with green trade barriers.
