摘要

水资源短缺问题长期制约着山东省的经济社会发展，随着海水淡化技术日趋完善，向海取水或将成为山

东省淡水来源的主要途径。海阳市位于山东省东南端，处于青岛、威海、烟台三市交界处，在电力供应、

城市区位、产业发展等方面具备建设大规模海水淡化项目的可行性。本文在梳理海阳市整体情况、现有

产业的基础上，聚焦海水淡化项目的电价及消纳等核心问题进行可行性分析，认为大规模海淡项目对于

保障海阳市及周围地区的生产生活用水具有重要意义。
