It differs from the present court system and its mobility is stronger than it, its judges are not fixed, it is less controlled by local party and government, handling cases more freely and independently, and the most important is no trial places in areas under administration. The system of circuit court is realistic and feasible so that it can be performed on the base of original Organic Law of Courts at once. Setting of circuit court plays a very important role in the aspect of improving public credibility of the judiciary. It can not only reflect the highest value , Impartiality ,of law, but also show the requirement , Justice for People , of the governing for the people in the judicial trial.
