Schedule 1.1 大的背景 Macro Background 十八大将生态文明纳入社会主义现代化建设五位一体总体布局，要求融入经济、政治、文化、社会建设，有力推进了中国环境保护的进程。 十八届三中全会作出五大领域全面深化改革的战略部署，在生态文明领域提出要加快建立制度体系，用制度保护环境，改革生态环境保护管理体制。 The 18th CPC National Congress put ecological civilization into the general layout of the construction of modernization, which promote the environmental protection in the process in China. The 3th Plenary Session of CPC planed the strategy for comprehensive reform, including establishment of the institutions for ecological civilization, reform the management system of the ecological environment protection. 一、项目的提出 1. Background 1.1 大的背景 Macro Background 中国改革开放30多年来，在高速工业化过程中，资源环境问题日益突出，努力改善环境质量的呼声已成为全民的共识。 当前中国环境治理体系及环保制度存在许多缺陷，不适应发展需要，亟待改革。本研究项目适应形势发展需要，有必要性和紧迫性。 In the past 30 years，with the high speed industrialization, China faces increasingly serious resource and environmental problems. Improving environmental quality has become the general consensus of the nation. China’s environmental management system has many defects and need to reform. This research task force proposed by CCICED are necessary and urgent. 一、项目的提出 1. Background 1.2 项目进展 Progress 2月上旬成立了中方课题组，并组建中方顾问团队。 中方课题组形成了项目实施方案初稿，征求外方首席顾问Hanson意见。 2月21日召开了中方课题组和顾问团队首次课题咨询研讨会，研究修改了项目实施方案。 3月14日项目启动会暨中外方课题组工作会议上，中外方课题组成员及国合会支持专家组研究通过了课题实施方案，并提出了许多有价值的建议。 4月初形成课题报告大纲和子课题提纲。目前各子课题正在开展研究工作。 Chinese Team and Consulting team formed in Feb. Chinese Team prepared the Implementation Plan, and get the advice of Mr. Hanson, the International Chief Advisor The first consulting meeting in Feb.21, to revise the Implementation Plan.
