中国式现代化进程中推动公共文化服务高质量发展

的理论逻辑与实践进路*

摘要推动公共文化服务高质量发展是中国式现代化进程中建设社会主义文化强国的内在要求，

有助于满足人民群众对美好文化生活的向往，有助于推动实现全体人民精神生活共同富裕。从理论

逻辑和实践进路中精准把握公共文化服务高质量发展的时代特征、历史方位和发展趋势，是中国式

现代化语境下推动公共文化服务高质量发展的破题之举。中国式现代化需要从公共文化服务的使命

担当、发展特质以及其在文化强国中的角色定位中认识公共文化服务高质量发展与中国式现代化的

内在关联，从转型起步发展、跨越式发展、高质量发展的“三步走”中系统把握公共文化服务高质

量发展的历史进程，从回应“人本”需求、“效能”要求、“时代”诉求三大着力点中彰显推动公共

文化服务高质量发展的实践要义，从“空间－人－资源”三位一体的总体逻辑中邃密空间再造、供

需匹配与资源融合逻辑。

AbstractPromotingthehigh-qualitydevelopmentofpublicculturalservicesisaninherentrequirementfor

buildingacountrywithastrongsocialistcultureinChinesepathtomodernization，whichcouldhelptomeet

people’saspirationforabetterlifeandpromotetherealizationofcommonprosperityinthespirituallifeofall

people.Thus，itisnecessarytoaccuratelygraspthecharacteristicsofthetimes，historicalorientationand
