Abstract
This paper from the owners point of view, the bidding and construction stage as the key research stage. After the early planning and design stage, theory of cost of construction projects has been the basic can be sure, but in the bidding and construction stage due to be affected a lot of uncertainty and risk factors, making the construction project final actual cost deviate from the expected theory cost. From the perspective of risk management, evaluation of the bidding and construction stage of construction project cost risk factors were identified, finally, put forward corresponding countermeasures, in order to improve the cost management level in china. Through risk analysis and risk management, respectively on the construction bidding stage engineering guarantee and engineering insurance is discussed in detail. In order for the construction market bidding norms of promotion, and provide a theoretical reference.

引 言
[1]，一个国家产品质量的好坏，从一个侧面反映了民族的素质，质量关系到国家的命运，民族的未来。从小的方面讲，质量是企业立足市场的基石，是企业竞争举足轻重的筹码。工程质量事关人民群众生活生命财产的安危，我们必须坚持质量第一、用户至上的宗旨尽管如此，目前，大多数建筑施工企业项目质量管理中仍存在很多问题。
