西洞庭湖湿地保护与开发利用调研报告 梅碧球 张纪祥 代建明 解朝华 夏战新 彭平波 （西洞庭湖自然保护区，湖南 常德 415900） West Dongting Lake wetland protection and development research report MEI Bi-qiu ZHANG Ji-xiang DAI Jian-ming XIE Chao-Hua XIA Zhan-xin PENG Ping-bo (West dongting Lake Nature Reserve, Changde, Hunan 415900) 摘要：西洞庭湖是整个洞庭湖不可分割的重要组成部分，其湿地资源十分丰富，历年来一直是人们高强度开发的区域。西洞庭湖自然保护区在湿地保护和管理方面采取了开展退田还湖恢复湿地示范项目、加强湿地保护宣传教育、强化湿地保护管理职能、严厉打击野生动物违法犯罪行为、对湿地资源进行动态监测，并与当地渔民对湿地资源进行社区共管、开展有机渔业生产，发展生态旅游来合理利用湿地资源等保护管理模式，使西洞庭湖湿地生态系统得到了较好的恢复与保护。本文综述了西洞庭湖自然保护区自1998年成立以来在湿地保护与合理开发利用方面的典型经验与做法，以及所取得的保护成果，并就保护区目前在湿地保护和管理方面所面临的主要问题进行了有益的探讨。 Abstract: West dongting lake is the whole dongting lake inalienable important constituent, its wetland resources are very rich, is people all over the high strength development area.
